Richman takes a gamble: despite having a virtual lock on a seat in the state assembly for the next four years, Keith Richman wants to be mayor of a Valley City.
IN his first political campaign, for a state assembly seat in 2000, Keith Richman was asked repeatedly where he stood on the issue of Valley secession. At the time, he said he supported a study on a municipal divorce but declined to take a position until he had pro of a new city could be fiscally viable.
